PASSPORTS
To obtain a consular passport, an applicant must

Be a Paraguayan citizen by birth.

Apply in person.

Have a Paraguayan ID card.

Present expired passport.
-
Fill and sign application form.
-
Not have an arrest warrant pending in Paraguay.

Pay the consular fee of US$ 55.00 (paragraphs 66 and 79 of Law 4033/2010), in cash United States Dollars. No personal checks.
APPLICATION FORMS
Consular passport for minors
In order to request a consular passport for a minor, the application must be signed by both parents. In case the application is signed by one parent, he/she must present the proper legal authorization to do so.
The following documents must also be presented:
1. Birth certificate of the minor.
2. Copy of ID cards of both parents.
No name change on consular passports
The National Police is the only government institution authorized to make name changes on ID cards and passports. Embassies and Consulates are not authorized to do so. In case the need arises due to changes on the civil status of a person, the request has to be presented to the proper office of the National Police in Paraguay.
Note: Starting April 1, 2010, in order to comply with Document 9303 of the International Civil Aviation Organization (ICOA) regarding machine readable official travel document, consular passports are issued by the Ministry of Foreign Affairs in Asuncion and then sent to the Consulate to be handed to the applicant.
Consular passports are valid for five years and they are not renewable.
SAFE-CONDUCTS
The Consulate issues safe-conducts to facilitate the return to the country of Paraguayan citizens who are without travel documents, due to expiration, loss, destruction, disablement or abduction of the same. The safe-conduct is only valid to travel to Paraguay, within a period not exceeding thirty days.
Requirements

Presentation of expired Paraguayan passport or Paraguayan civil identity card.

In case of loss, the record of the complaint filed with the local police or an affidavit signed by the owner must be presented.

One photo sized passport. The cost of issuing the safe-conduct is US $ 30.00, in cash.
No personal checks are accepted.
Safe-conduct for minors under 18 years.
Minors under 18 years can not sign a safe-conduct. Parents or guardians must appear before the Consulate and sign the application. In the absence of the parents, a minor's permit issued in Paraguay or a travel authorization signed by both parents may be presented. To prove identity, the following documents must be submitted:

Copy of passport or identity card of the parents.

Copy of the minor's birth certificate.

Document proving legal custody, in case of absence one or both of the parents
